Decision Maker: Head of Coastal and Public Realm
Outcome: Recommendations Approved
Is Key Decision?: No
Is Callable In?: No
Purpose:
Content: The decision is for the waiving of Fees and Charges for the Association of Dunkirk Little Ships (ADLS) 86th Anniversary Return to Ramsgate, and that: 1. All berthing fees for registered Dunkirk Little Ships (ADLS vessels) are waived for the period of the 86th Anniversary return event and the associated extended stay, covering 15 May to 26 May 2026; 2. A 25% reduction on berthing fees is approved for supporting vessels attending the 86th Anniversary event for the period 15 May to 26 May 2026; 3. Car parking fees for participants are waived during officially organised events related to the 86th Anniversary within the period 22 May to 25 May 2026. The decision is made to honour the tradition and historical significance of the Dunkirk Little Ships as the return visit serves as an important continuation of the tradition and a demonstration of gratitude for the support provided by Ramsgate Royal Harbour and the local community. The event marks the 86th Anniversary of Operation Dynamo in May 2026, and it is anticipated that between 20 and 30 Little Ships will attend the celebrations. Providing a full waiver for the genuine Little Ships acknowledges their pivotal historic role and reinforces Ramsgate Royal Harbour's status as a heritage-friendly port. The 25% concession for support vessels and the waiver of parking fees for organised events facilitate maximum participation and further strengthen the relationship between Ramsgate Royal Harbour and the ADLS and wider impact the town creating visitor attraction. Implement the 25% waiver recommended in the "Dunkirk 86th Anniversary" document for all ADLS vessels and no waiver for support ships: This alternative was rejected. A full fee waiver for the Dunkirk Little Ships is considered a more fitting tribute to their historical significance and the ongoing tradition of their return visits. Offering a 25% concession to support ships is deemed appropriate to encourage their attendance and contribution to the event's overall success, which benefits the harbour and local community; Not waiving any fees: This alternative was rejected. Requiring full payment would likely reduce the number of participating vessels, diminishing the scale and positive benefits of this significant commemorative event for the Royal Harbour and the local community.
