Purpose: To approve the appointment of the Main Contractor to construct an Inclusive Playground at Shoebury East Beach.
Content: In accordance with the outcome of the procurement exercise the contract for the construction of an inclusive playground at Shoebury East Beach, be awarded to Contractor 1 subject to Standstill Period and submission of satisfactory provision of compliance documentation. 1. To put in place a main contractor to deliver the construction of an inclusive playground at Shoebury East Beach as part of its Civic Pride Action Plan. 2. A decision is required to ensure that works can start promptly and that to enable a project completion in advance of Summer 2026. A programme delay, to enable a report to Cabinet would significantly delay the start, and therefore completion, of the works delaying project completion until after Summer 2026 thereby reducing the project’s benefit to residents and visitors in 2026. 1. The Council considered other procurement route options including a Restricted Tender Process or use of an existing Framework, but it was determined that these would limit competition and not result in the most competitive tenders be received. 2. Do nothing – The inclusive playground would not be constructed contrary to the agreed Civic Pride Action Plan. 3. The Council could undertake a review of scope within the scheme, reducing the level and/or specification of equipment, landscaping or other accessibility factors. However, this would significantly reduce the overall inclusivity aspects of the project limiting its ‘destination appeal’ and failing to meet the overall project aspirations and objectives.
