Purpose:

Content: Following the completion of the external audit process, consideration was given to the report which sought approval for the Statement of Accounts for 2024-25.   Concerns were raised that the report “options” section restricted the range of choices, noting that approval was contingent on the committee being satisfied with the accounts. Reference was made to the professional responsibilities of the Section 151 Officer, and it was emphasised that while the committee could theoretically choose not to approve the accounts, such a decision would require clear, substantive justification.   It was assured that the council’s position was not atypical among local authorities nationally, and that the Finance department had taken steps to address the previous capacity issues going forward. Committee members acknowledged the external commentary regarding the implications of not approving the accounts and recognised that the government expected historic accounts to be completed by the statutory deadline.   Given the progress made and the assurances received, it was cautioned that any refusal to approve the accounts would not be appropriate as the backlog was known and expected. The chair raised concerns about signing the accounts without being able to formally record an explanation alongside the signature. Committee members were advised that councillors acting in good faith were protected from personal liability.   It was agreed that the minutes should reflect that the committee had considered the Statement of Accounts, noted the concerns raised by the external auditors in their external audit results report, and reviewed the timeline for improvements. Following a vote, it was:   RESOLVED:   THAT the 2024-25 Statement of Accounts, including the Annual Governance Statement, be approved and duly signed by the person presiding at the meeting.
