Purpose: Approval to award contract for the main contractor for the construction of 3 dwellings across two sites, Denton Avenue and Bradford Bury.
Content: 1. That the award of contract to AW Hardy, in accordance with the outcome of the procurement exercise as set out in the evaluation report for the construction of three affordable council homes as outlined in the Confidential Appendix A, be approved. 2. That authority be delegated to the Executive Director (Environment & Place) to finalise the details of, and enter into the contract. 1. To progress the HRA Passivhaus Pilot project by appointing a main contractor based upon the result of the related competitive tender process. 2. To increase the city’s affordable housing stock and reduce housing pressures. 3. To support the Council’s ongoing work toward achieving its climate objectives by providing high quality energy efficient affordable council homes built to Passivhaus standard or Passivhaus principles. 1. Do not award contract – This would see the Denton Avenue site undeveloped, and the Council would look to adjust the boundary to incorporate the land back into the adjacent property to reform a larger garden (with the tenant’s agreement). 2. Do not award contract – Bradfordbury garage site would remain under the management of South Essex Homes. The site was previously predominately void and underutilised and represents a potential source of ongoing ASB.
