Purpose: Project approval for feasibility to develop a wider scheme

Content: The report provided updates on progress with the Baytree Centre redevelopment and sought approval to proceed with the next stages of the revised three-phase delivery approach. Phase 1 High Street and public realm improvements have been implemented using UKSPF funding, with further town-centre wayfinding and street furniture enhancements scheduled for installation in 2026. Phase 2 continues to advance, with design development for the Baytree entrance and heritage chapel area progressing subject to finalisation of the headlease surrender and within the approved £1.3m budget. The report also outlined the proposed procurement of a Development Manager to lead the feasibility, design and commercial modelling for Phase 3, enabling the Council to evaluate a deliverable, viable mixed-use redevelopment scheme.   Cllr Barrett MOVED and Cllr Davies SECONDED the recommendations. A vote was taken by show of hands and it was RESOLVED UNANIMOUSLY:   R1. That members note the update on progress with the Public Realm Phase of the Baytree Project as detailed in this report.   R2. That members note the next steps for the development of the Baytree centre (Phase 3) which is the production of a feasibility report including the workstreams outlined in 1.13 of this report   R3. That delegated authority is granted to the Director of Assets and Investment in consultation with the Chair of Assets, Projects and Strategy Committee, to procure the feasibility report outlined in R2 which will be presented to a future committee meeting for approval and recommendations for next steps.
