Purpose: Additional funding request for variation of works
Content: The report sought approval for additional essential works to be added to the Brentwood Centre Phase One pool refurbishment programme, following intrusive surveys and strip-out, additional works have been identified by the leisure operator’s contractor, this includes end-of-life pipework, significant roof deterioration, and the need for replacement of the pool viewing area and external glazing. Completing these works at this time, while the pool closures are already planned, will avoid a future second closure, reduce disruption for customers and operator, whilst preventing escalating repair costs. The revised works require a budget increase of £495,786, bringing the total project value to £1,519,786, and will extend the project programme by approximately three weeks to 19 June 2026. Committee approval was requested to incorporate the additional works into the contract variation and to delegate authority to the Director of Assets & Investments to finalise contractual adjustments. The Chair thanked Officers for their proactive approach and work on this project. Cllr Barrett MOVED and Cllr Davies SECONDED the recommendations. A vote was taken by show of hands and it was RESOLVED UNANIMOUSLY: R1. That the additional identified works up to a value of £495,786 as outlined in the report are approved to be included in the pool refurbishment works programme for the Brentwood Centre. R2. That the budget for the additional works of £495,786 is funded from: • bringing forward £242,189 from the main build into this element of the project; • reduce the £25,000,000 main build budget by £242,189 to £24,757,811; and • increase in the budget for the Brentwood Centre Phase One pool refurbishment programme by £253,597 . R3. That delegated authority is granted to the Director of Assets and Investment to; (i) Include the identified work packages and the final contract sum of £1,519,786 in the deed of variation to the original Leisure Management Agreement with Everyone Active.
