Purpose: To agree scope of project for improvement at Warley Depot

Content: The report sought approval for essential improvement works at the Warley Depot following the decision not to relocate the Council’s waste and grounds operations at the current time. However, the existing depot required health and safety improvements, is inefficient in its operation with severe congestion, conflicting vehicle movements, inadequate welfare and office facilities, and outdated drainage, hard standing and fire-safety infrastructure.   To address these highlighted risks and ensure continued statutory service delivery, the Council must consider the recommendations in the report, including improved access, creation of modern welfare and office accommodation and upgraded waste-handling areas and infrastructure.   The report requested approval to proceed with the proposed high-level scheme and agreement to progress designs up to planning application stage, noting that a final detailed scheme and cost plan will be brought back to committee later in the year.   The Chair made an amendment to R1: The Committee confirms that the Warley Depot will remain the operational base for Waste and Grounds Service for Brentwood Borough Council and will not be pursuing alternative sites.    Cllr Barrett MOVED and Cllr Davies SECONDED the recommendations. A vote was taken by show of hands and it was RESOLVED UNANIMOUSLY:   R1. The Committee confirms that the Warley Depot will remain the operational base for Waste and Grounds Service for Brentwood Borough Council and will not be pursuing alternative sites.    R2. That the high-level proposals for the improvements required at the Warley Depot site in Appendix B are approved   R3. That delegated authority is granted to the Director of Assets and Investments in consultation with the Chair of the Asset, Projects and Strategy Committee to carry out the next phase of design, conclude necessary surveys and the development of a planning application with supporting detailed cost plan which will be presented to a future committee for approval.
