Purpose:

Content: The Cabinet had before it a report * from the Head of Housing and Health on the Award of Painting and Repairs before painting of Council Homes 2026-2031.   The Cabinet Member for Housing, Assets and Property Services outlined the contents of the report with particular reference to the following:   This report was to advise Cabinet on the outcome of the procurement process to award a painting and repairs before painting contract as part of its rolling maintenance programmes within the Council Housing stock As a landlord, the Council had a statutory requirement to ensure their properties continued to meet the mandatory Decent Homes Standard and Awaab’s Law requirements. As such, this required painting and repairs before painting to be carried out on a planned and reactive basis. The procurement of this contract had been undertaken through a direct tender process. The outcome of the tender process showed Contractor 1 as the winning bidder. As a direct tender, commercially sensitive information including tenderer names and pricing was set out in the Part II paper which included details of Contractor 1. There was an initial forecasted annual cost £350,000 in line with the approved 2026/27 Housing Revenue Account budget. Contract costs were subject to an annual uplift in line with Consumer Price Inflation (CPI).   Discussion took place with regards to:   How many days a week would the contract cover and if this was in relation to void properties? It was explained that the contract applied only to tenanted properties. Redecoration of empty homes was handled in?house to manage costs, while the contract focused on planned cyclical maintenance such as external painting and communal areas including specialist high?level work. Performance was measured by the number of properties completed each year which was around 400 including associated repairs.   RESOLVED that:   That the new five-year (3+1+1) Painting and Repairs before Painting Contract be awarded to Contractor 1.   Delegated authority be granted to the S151 Officer (in consultation with the Cabinet Member for Housing, Assets and Property Services) to complete the associated Painting and Repairs before Painting Contract (the Contract).   (Proposed by Cllr J Lock and seconded by Cllr G DuChesne)   Reason for Decision: The Council had a legal duty to meet the Decent Homes Standard and maintain the health and safety of its employees and tenants. Painting and Repairs before Painting were a key part of the Decent Homes Standard where the Contract would enable compliance with relevant requirements and other statutory obligations.   Note (i)* Report previously circulated (ii) Cllr S Keable ABSTAINED from voting due to arriving late during discussion of this item.
