Purpose: In line with the motion from Full Council, to review the business case for the council taking devolved powers from the DVLA to remove, store and dispose of untaxed road vehicles.
Content: RESOLVED: a) That Cabinet reviewed the background on dealing with untaxed vehicles in South Oxfordshire, together with the perceived risks and benefits and approved Option 1 - For South Oxfordshire District Council to take on the devolved duties from the DVLA and become a Devolved Power Partner (DPP) to remove untaxed road vehicles within South Oxfordshire, subject to completion of a procurement process and the establishment of costs by the Head of Housing and Environment in consultation with the Cabinet member for Environment. b) To delegate to the Head of Housing and Environment, working with the Head of Legal and Democratic the authority, in agreement with the Cabinet member for Environment, to develop an operationally detailed policy and process for the implementation of the scheme. c) To delegate to the Head of Legal and Democratic Services, in consultation with the Head of Housing and Environment, the authority to sign the Public Service Agreement with the DVLA to accept the devolved powers, to bring forward any required changes to the council’s constitution and/or delegated authorities to enable the council to become a DPP and to enforce the delegated powers in a fully legal and compliant way. d) To delegate to the Head of Housing and Environment, in consultation with the Head of Finance, the authority to develop an operational budget to enable the procurement of a vehicle removal contractor, and to develop the mechanism for collecting fees and charges as outlined within this report.
