Decision Maker: Chief Executive
Outcome: Recommendations Approved
Is Key Decision?: Yes
Is Callable In?: No
Purpose: A package of enabling work is well underway on the Amounderness House Project, via a ‘JCT Minor Works Building Contract with Contractors Design 2024’ between the Council and the Contractor. The report seeks the Chief Executive’s agreement to extend the existing contract to allow further work to be undertaken (including the advanced placing of orders of specific packages of further work) and would extend the programme to the end of April 2026. The decision is required to maintain programme momentum as getting into the main building works contract is delayed.?
Content: Decision Taken Resolved – That he Chief Executive, following consultation with the Leader and Cabinet Member for Resources, approves extending the ‘JCT Minor Works Building Contract with Contractors Design’ for a further package of enabling works and advanced placing of orders, amounting to a total cumulative value which is set out in paragraph 3.4 of the report. Reasons For Decision The reason for the decision is to ensure continuity of the enabling and building works, in order to maintain programme momentum and to avoid potential further costs. This is a key transformational investment in a Council owned Grade ll building to provide a quality workspace facility and therefore if the works are not progressed, this key asset may not be developed, and the Towns Fund grant will not be effectively utilised. Alternative Options Considered And Rejected Not to extend the minor works contract - this option has been rejected as it could lead to additional costs and serious delays to the project.
Date of Decision: March 12, 2026
