Purpose: The Council was awarded £20m of Levelling Up Fund (LUF) grant, as part of an overall £24.1m LUF programme (‘Active Preston’), in 2023 to deliver a range of major investments in active travel, parks and sport provision. Two of the key projects being delivered under the LUF Programme are the Moor Park and Waverley Park Projects. The Parks projects have progressed to an advanced design stage and are now ready to move into the main works contract stage. This report therefore requests approval from the Chief Executive to (1) approve the LRRP Stage 2 reports for the Moor Park and Waverley Park projects (following consultation with the Leader & Portfolio Holder) and (2) to enter into New Engineering Contract (NEC4 Option A) for the delivery of main works.

Content:   Decision Taken   That the ChiefExecutive   (i) approved, following consultation with the Leader and Cabinet Member for Community Wealth Building, the Stage 2 reports for the Moor Park and Waverley Park projects.   (ii) approved entering into New Engineering Contracts (NEC4 option A) with EWCE to deliver the improvement works to Moor Park and Waverley Park for the contract sums set out in paragraphs 3.19 and 3.21 of the report.   Reasons For Decision   To ensure the engineering construction contracts are in place for the delivery of the Moor Park and Waverley Park improvement works within the programme timescales.   Alternative Options Consideredand Rejected   Not to enter into these legal contracts would mean the delivery of the parks projects are put at significant risk and the Council could lose significant sums of government funding.
