Purpose: The Constitution authorises Officers to make decisions within the scope of their responsibilities, unless it is required to be made by a Portfolio Holder or Cabinet. The Chief Operating Officer has exercised their delegated authority to enter into a main works contract with Pentaco for the refurbishment of the depot and part warehouse on Olding Road, Bury St Edmunds.
Content: The Constitution authorises Officers to make decisions within the scope of their responsibilities, unless it is required to be made by a Portfolio Holder or Cabinet. The Chief Operating Officer has exercised their delegated authority to enter into a main works contract with Pentaco for the refurbishment of the depot and part warehouse on Olding Road, Bury St Edmunds. The Chief Operating Officer has made a decision, in consultation with the Portfolio Holder for Resources, to enter main works contract with Pentaco Ltd to refurbish the depot and part warehouse on Olding Road. Following completion of the RIBA Stage 4 designs the final cost plan for the refurbishment of the depot and part warehouse on Olding Road has been agreed at £5.3 million. The decision has been taken within budget and in line with the business case approved by Council in July 2024, and the revised business case submitted for consideration by Cabinet on 16 September 2025. Alternative options were outlined in the original business case approved by Council in July 2024 (COU/WS/24/013) and in the revised business case which was approved by Cabinet on 16 September 2025 (CAB/WS/25/039). Alternative options included refurbishment of the whole of the warehouse for a larger capital sum or demolition of the entire warehouse.
