Purpose: To approve the award of a main D&B Contractor for the PSDS works at Cornerstone, including the works associated with the removal of existing boiler plant assets and replacement with ASHPs and the addition of Solar PV Cells, low flow temperature distribution systems and heat emitter upgrades.

Content: To approve the award of a main D&B Contractor for the PSDS works at Cornerstone, including the works associated with the removal of existing boiler plant assets and replacement with ASHPs and the addition of Solar PV Cells, low flow temperature distribution systems and heat emitter upgrades. To award a Joint Contract Tribunal (JCT) Design & Build 2024 contract with Schedule of Amendments to Ashe Construction Limited for the delivery stage of the Public Sector Decarbonisation Scheme Salix 3b project at Cornerstone Arts and Community Centre.   To approve use of £100,000 of the council’s UK Shared Prosperity Fund (UKSPF) allocation to support the Cornerstone Arts Centre Decarbonisation project - including approval for virement of revenue budgets to support capital works.   To vary the consultancy contract with the Employer’s Agent by an additional £40,000 in professional fees, to account for the change in scope of its consultancy contract and its role in the retendering of the JCT contract.
