Purpose: Thornhill crematorium has served Cardiff since 1952, however the building is now dated. Advances in technology now allow for greener cremation processes, including heat recovery and the use of green tariff electricity to reduce carbon emissions. The proposal suggests building a new, purpose-built facility on Council-owned land near M4 J30, offering wake facilities and memorial options. This location expands the catchment area and alongside continued use of Thornhill (albeit in a reduced capacity), is expected to increase annual cremations by around 1,000 per year. Cabinet are requested to support the proposal and commit to funding in order to deliver the project.

Appendices, 1 to 3 to this report are not for publication as it contains exempt information of the description contained in paragraph 14 and 17 of Part 4 of Schedule 12A to the Local Government Act 1972 RESOLVED: that 1. the strategic approach detailed in this report to develop an additional Green Crematorium and Wake facility be agreed. 2. Authority be delegated to the Director of Planning, Transport & Environment, in consultation with the Cabinet Member for Waste, Street Scene & Environmental Services, the Corporate Director for Resources, and the Director of Governance and Legal Services to · allocate funding to allow a formal pre-application enquiry for the development on the site of the Dutch Garden Centre · develop a business case which will include extensive consultation with residents and stakeholders · submit a full planning application for consideration by Planning Committee in early 2027. 3. It be noted that a further report will be brought to Cabinet in Spring/Summer 2027 which will include final details of design, layout and updated construction costs.
