Purpose:

Content: (1)  Approved the revised charging schedule in Appendix 1 to be adopted as the new fees and categories for pre-application enquiries from 1 April 2026. (2)  Noted the retained principles associated with pre-application enquiries: • Planning Performance Agreements (PPAs) will continue to be negotiated by the New Neighbourhood Team on the current case-by-case basis to reflect the existing successful bespoke service being offered through the PPA process. • That the Council no longer provides responses to permitted development enquiries due to the lack of legal basis for such responses. Householders and businesses can secure formal confirmation on the lawfulness of any proposed or existing operations via a Lawful Development Certificate.  • The Council continues its current practice of not offering pre-application advice in respect of proposals for Houses in Multiple Occupation (HMOs). The Council has adopted detailed guidance which it applies to proposals for HMOs and applicants are expected to comply with this guidance.
