Content: Cllr Lisa Spivey sought Cabinet approval to establish a joint programme with Gloucestershire’s District Councils to deliver Local Government Reorganisation across Gloucestershire, supported by a pooled budget with Gloucestershire County Council acting as the Accountable Body. Having considered all of the information, Cabinet noted the report and RESOLVED to: 1. Approve the establishment of a Joint Portfolio with Gloucestershire’s District Councils to deliver Local Government Reorganisation in Gloucestershire and establish Joint Governance arrangements for the Portfolio 2. Approve a contribution of £10.186 million to a pooled budget established to support delivery of the programme 3. Note a further contribution will be required to the pooled budget once funding has been agreed 4. Agree to accept a contribution from each District Council into that pooled budget and for the County Council to act as its Accountable Body, discharging responsibility for the programme 5. Delegate authority to the Chief Executive, in consultation with the Leader of the Council to agree and enter into a Memorandum of Understanding with the six District Councils that will set out how the Joint Programme is to be governed and overseen 6. Delegate authority to the Deputy Chief Executive/Executive Director of Corporate Resources and to the Local Government Reorganisation Portfolio Director to authorise expenditure from the pooled budget, in accordance with the governance requirements set out in the Memorandum of Understanding, providing that no single item of expenditure exceeds £500k. Any decision that commits expenditure exceeding £500k will be in accordance with the governance requirements set out in the Memorandum of Understanding but will ultimately be referred to Cabinet or the Leader of the Council to be taken as a key decision.
