Purpose: To seek delegated authority to allocate Local Authority Bus Grant funding that has been awarded to the council by the Department for Transport (DfT) for use in the period 2026-2030 and to also re-procure existing bus services and home to school transport services where those contracts are due to end between 1 April 2026 and 31 August 2027  

Content: To seek delegated authority to allocate Local Authority Bus Grant funding that has been awarded to the council by the Department for Transport (DfT) for use in the period 2026-2030 and to also re-procure existing bus services and home to school transport services where those contracts are due to end between 1 April 2026 and 31 August 2027     Cllr Roger Whyborn sought delegated authority to allocate Local Authority Bus Grant funding that has been awarded to the council by the Department for Transport (DfT) for use in the period 2026-2030 and to also re-procure existing bus services and home to school transport services where those contracts are due to end between 1 April 2026 and 31 August 2027.     Having considered all of the information, Cabinet noted the report and   RESOLVED to:   Delegate authority to the Executive Director of Economy, Environment & Infrastructure, in consultation with the Cabinet Member for Sustainable Transport and Road Safety to: 1.              Finalise and approve the capital and revenue spend programme set out in this report in respect of Gloucestershire County Council’s (GCC’s) Local Authority Bus Grant (2026-2029 Revenue and 2026-2030 Capital) allocation by the DfT (which will be based on the indicative estimates set out in Appendix 1 and 2 of this report). This shall fully fund the contracts described in Recommendation 2 and will form the basis of GCC’s Local Transport Delivery Plan that will be sent to the DfT by 20 March 2026 as a condition of the above Local Authority Bus Grant allocation. The decision to submit this plan to the DfT was approved by Cabinet on 28 January 2026.   2.              Procure and award the contracts described in Appendix 1 to this report (for the supply of public bus services commencing during financial year 2026/27) to suppliers admitted to the council’s existing Dynamic Purchasing System for Passenger Transport. These contracts will continue for a term of up to 36 months subject to the Council’s operational requirements.     3.              Procure and award the contracts described in Appendix 3 to this report (for the supply of public bus services and home to school services commencing during financial year 2026/27) to suppliers admitted to the council’s existing Dynamic Purchasing System for Passenger Transport. These contracts will continue for a term of no more than 60 months subject to the Council’s operational requirements.
