Purpose: The report sets out the opportunities and implications of Cornwall becoming a Single Foundation Strategic Authority. This follows from the letter the Leader received on 26 November 2025 stating that in “recognition of Cornwall's distinct local identity and history of programme delivery across the Cornwall footprint, the Government is minded, on an exceptional basis, to work with you to explore designating the council as a Single Foundation Strategic Authority”. Furthermore, on 12 February 2026, the consultation on Spatial Development Strategies (SDS) and footprints was published (separate paper) and the Minister for Devolution wrote to Chief Executives to say that “the development of SDS footprints is also an opportunity to agree the shape of devolution geographies for areas currently without a Strategic Authority”. Areas in England have been invited to submit an expression of interest by 20 March 2026.

DECISION:   RESOLVED:   The Cabinet accepts, in principle, the Secretary of State for Housing, Communities and Local Government’s stated intention to explore designating the Council as a Single Foundation Strategic Authority, consistent with the request for a Cornwall only Spatial Development Strategy footprint to ensure coterminosity between the two.     Reason for the Decision:    As contained within the report.   Alternative options considered:   None other than contained within the report.   Conflicts of interest declared:   None.   Dispensations granted in respect of a conflict of interest:   N/A
