Decision: Approve the Crossing Prioritisation Scheme, which involves:   Agreeing the prioritised list of crossings as priority locations for future funding allocations as and when funding becomes available, subject to further cabinet approval, consultation, design and signing of funding agreements;   Approving the development of an improved crossing at Rotherham Road at Catcliffe Primary from the prioritised list for progression to end of detailed design pursuant to resolution of Cabinet of 17th March, 2025 (Item 137) and;    Approving the acceptance of Active Travel Fund tranche 5 funding and entry into the programme to enable design and construction of a new crossing at Brampton Road, West Melton at its junction with Manor Road, subject to Active Travel England approval.  Reasons for the Decision: To ensure timely delivery of the Crossing Prioritisation Scheme which will improve road safety and provide crossing facilities at areas of greatest need in Rotherham.     Details of alternative options considered and rejected: As advised in paragraph 3.1 and 3.2 of the main report:   It is possible that none of the sites listed in Appendix A are put forward to progress to design, which may mean the LNTCP funding would be reallocated to another project.  Potentially this could mean the objectives as outlined in CRSTS funding such as driving growth and productivity, decarbonisation and promoting modal shift from cars to public transport, walking and cycling, are not met.  Therefore, this option has been discounted.   It may also be possible to prioritise sites by some other criteria, but the proposed rankings as presented in Appendix B is considered to give the best balance of severance and likely usage to ensure money is invested to greatest benefit.  Therefore, this option has been discounted.   Conflicts of interest declared by any Cabinet Member consulted by the decision maker which relates to the decision: None     Dispensations Granted: (If any) None Conflicts of interest declared by the Decision Maker if they sit as a Cabinet appointed representative to an outside body which relates to the decision: None Dispensations Granted: (If any) N/A     Reports or parts of reports relevant to the decision being taken:   Officer Delegated Decision Report - Crossing Prioritisation Scheme Approval   Appendix A - List of Pedestrian Crossings;          Appendix B - Analysis of Crossing Prioritisation; Appendix C - Part A: Initial Equality Screening Assessment Form; Appendix D - Carbon Impact Assessment   I certify that this is a true record of the executive decision to:   Ensure timely delivery of the Crossing Prioritisation Scheme which will improve road safety and provide crossing facilities at areas of greatest need in Rotherham   I confirm that in making this decision, due regard was given to the seven principles of public life.   Signed by the Decision Maker:   Dated:          16th March, 2026   Name:          Simon Moss                       Job Title:     Service Director, Planning, Regeneration & Transport     If you require any assistance in the completion of the decision record please contact the Governance Team [email protected]
