Purpose: The Crisis Resilience Fund (CRF) has been made available to Local Authorities in England to support low-income households who encounter financial shock and to support activity that builds individual and community financial resilience. This report provides a summary of the fund and requests delegation of the payment criteria.

Content: Resolved:   That Cabinet:   1.    Notes the content of the report   2.    Delegates the payment criteria to the Corporate Director of Place and Corporate Director of Resources in consultation with the Cabinet Member for Communities, Partnerships, Engagement, Libraries, Leisure, Culture, Corporate Services, Governance and Operational Services.   3.    Approves the cessation of the council’s Local Welfare Payment scheme, on the basis that its core purposes—issuing emergency payments to support residents with fuel, food, and essential white goods—will be both replicated and strengthened within the Crisis Payments component of the CRF scheme.   Reason for Decision:   To inform Cabinet of the Crisis Resilience Fund awarded by the Ministry of Housing, Communities and Local Government and to enable suitable investment of the fund that will support Wiltshire households.
