Following consultation with officers I give notice that I intend to make the decision set out in the attached report.  If you would like to make any representations to me on this issue, please do so by Thursday 26 March 2026. Adopted LCWIPs are a key prerequisite for unlocking government funding through Active Travel England (ATE).  Failure to develop and adopt LCWIPs will significantly reduce the chance of successful funding bids and is likely to harm the Council’s ambitious aspirations on active travel, climate change, air pollution, and health and wellbeing objectives.   No other options have been considered.  It is clear that the government requires all walking and cycling schemes to be developed as part of a systematic, evidence-based network of routes using the LCWIP methodology.  Without the provenance of an LCWIP it is unlikely that any capital scheme bids will be successful in attracting government capital funding to enable implementation.   The LCWIP has been developed through extensive consultation with local elected members, key stakeholders and the public. The LCWIP consultation was undertaken in three stages, the first was stakeholder engagement in November 2023 via a Teams meeting, the second was a full public consultation between 20th November 2023 until 6th February 2024 and the third full publication consultation was between 16th July and 6th September 2024. The two full public consultations were undertaken using the Commonplace website. A report of the public consultation summaries is shown in Appendix 1, with the main points summarised below. The initial stakeholder engagement was held via a Teams meeting and introduced the concept of LCWIPs, an outline of the process, programme and final outcomes. Following this engagement a site audit was carried out. The site audit, which included Atkins and Wiltshire Council officers was undertaken to consider all routes in more detail within the core study area. Draft priority routes were prepared following the site audit and a draft LCWIP report was developed. The first full public consultation detailed the draft routes and asked respondents for their feedback about the selected routes as well as suggestions for alternative routes using an interactive map. Using feedback from the consultation and the prioritisation tool key priority routes were selected. The second public consultation invited respondents to put in order of preference the priority routes for order of delivery for both cycling and walking. During the consultation period, 70 comments were received either via the Commonplace platform and email. The Commonplace contributions included written comments or more detailed responses and pins dropped on the interactive cycling and walking maps.   There were no obvious gaps in participation and so the council is confident that the level and nature of feedback was strong and appropriate given the context of the consultation.   Key data from the survey is summarised as follows: Three priority corridors were identified for Calne with the aim of delivering walking, (including wheeling) and cycling improvements along each of the corridors. Whilst all modes of active travel follow the same corridor there are some slight variations in actual route for each of the modes. However, in terms of preferred order of delivery the results were identical for cycling and walking as follows:   Order of cycling priority corridor/route for delivery -   1st – CC01 - Centre to Tesco on Oxford Road 2nd – CC02 - Centre to Quemerford 3rd – CC07 Centre to Sandpit Road   Order of walking priority corridor/routes for delivery -   1st – CW07 - Centre to Tesco on Oxford Road 2nd – CW01 - Centre to Quemerford 3rd – CW09 Centre to Sandpit Road   Respondents indicated that they do not have a preferred mode when it comes to spending priority; 46% stated it should be about the same.
