Purpose: This report seeks authority for the council to accept a transfer of the Health Care Facility Land as defined in the planning obligation to be made in connection with application 22/03219/FUL to allow development of a health care facility in the future to be affected either by the North Hampshire and Isle of Wight Integrated Care Boardor Whitchurch Town Council.  

Content: This report seeks authority for the council to accept a transfer of the Health Care Facility Land as defined in the planning obligation to be made in connection with application 22/03219/FUL to allow development of a health care facility in the future to be affected either by the North Hampshire and Isle of Wight Integrated Care Boardor Whitchurch Town Council.   The decision is that:   ·       The Council agrees to accept the offer of a transfer of the Health Care Facility Land defined in a planning obligation to be made pursuant to planning application 22/03219/FUL. ·       Power be delegated to the Director of Regeneration to take all steps necessary in connection with the transfer of the Health Care Facility Land to the Council including a subsequent transfer to either the North Hampshire and Isle of Wight Integrated Care Board  the Town Council or any successor body to give effect to the said planning obligation Authority is sought for the council to accept a transfer of the Health Care Facility Land and hold it for planning purposes for a period of 10 years so that the health care provider can facilitate the development of a health care facility on the land. The land will be transferred either to the North Hampshire and Isle of Wight Integrated Care Board or the Town Council.  If it is to be transferred to any other person or body further consent will be needed from the Developer. Neither the North Hampshire and Isle of Wight Integrated Care Board nor Whitchurch Town Council are currently able to enter into the planning obligation and give covenants to use the Health Facility Land for expansion of health care facilities within Whitchurch.  If the Council does not accept a transfer of the Health Care Facility Land then the land will not be secured for future use for health care within Whitchurch.
