Content: Councillor L Watson introduced the report, she explained that it is an ambitious project to build around 2800 homes, centred around a new town centre, a new bridge over the railway and a new primary school.   Councillor L Watson confirmed there are some changes to the previous scheme proposed. Councillor L Watson thanked the Purfleet forum for everything they have done and noted that residents have waited decades for this.   Councillor J Kent commented that there has been a history of over promising and under delivering on Purfleet and queried what will be different this time.   Councillor L Watson responded that the old scheme included private funding, this one is fully backed by Homes England. They want to build these homes and see it as a real opportunity in Purfleet.   Councillor Hooper queried if the homes will be affordable for Thurrock people, available for rent and Thurrock residents given priority to them.   Councillor L Watson responded that there will be a mixed form of tenure including shared ownership and rented properties.   RESOLVED:   2.1Cabinet noted that Muse Places are the preferred partner for delivery of the regeneration of Purfleet-on-Thames; 2.2Cabinet agreed that officers begin negotiations on the terms of a development agreement with Muse Places and undertake due diligence on the issues still to be resolved as set out in this report (to include, but not limited to funding, planning and legal considerations) with the Council and Muse Places working at their own cost and risk during this process; 2.3Cabinet noted that any proposed Development Agreement will be brought back to a future cabinet meeting for decision. 2.4Cabinet noted that the Council is allocating £450k from its Freeport Counterfactual Reserve to fund Council only costs incurred to deliver recommendation 2.2 above, including sourcing external specialist support and advice
