Purpose:
Content: To approve the appointment of a contractor for the supply and construction of improvements to a section of a path in Horsham Park. To approve the award of the required contract (‘the contract’) to the contractor identified and at the cost outlined in the exempt appendix. To delegate authority to the Director of Communities, in consultation with the Head of Legal and Democratic Services, to finalise the terms and conditions of, and to approve the entering into of, the contract. The existing path is narrow at 1.3m and does not provide sufficient width for users, particularly in winter. The improvements will include widening a section of existing path and creating a new path with overall widths of 2.75m. The main purposes of the improvements are (i) to allow multiple recreational uses at the same time (to include runners, dog walkers, cyclists, groups of pedestrians) by increasing the width of the path and (ii) to improve safety by re-routing the path away from the wooded perimeter. The works will improve access to a well-used route across the park for all users. Students from the College of Richard Collyer in Hurst Road use this route regularly in large groups and will especially benefit from the improvements. No improvements carried out to the path. This was rejected because improvements are required for the reasons outlined above. Other contractors were considered as part of the procurement process but were rejected as they were more expensive.
