Purpose: This report seeks approval for the governance, delivery arrangements and required delegations for the Pride in Place Programme in Skelmersdale South East (Digmoor). It outlines Government expectations, the establishment of a Neighbourhood Board with an Independent Chair and the Council’s role as Accountable Body. The report details consultation approaches, programme timescales, funding allocations, the development of a ten-year Regeneration Plan and associated resource, financial and risk implications.
Content: Consideration was given to the report of the Director of Planning, Economy & Wellbeing, as contained on pages 251 to 298 of the Book of Reports, which sought approval for a proposed governance model and arrangements for the delivery of the Pride in Place Programme, including any delegations required. RESOLVED: A. That Council agrees to act as the "Accountable Body" for the Pride in Place Programme and adopts the associated programme governance arrangements outlined in the report. B. That the Director of Planning, Economy & Wellbeing be granted delegated authority to review and formally accept the Government’s Pride in Place offer, associated grant conditions and capacity funding. C. That the Director of Planning, Economy & Wellbeing, in discussion with the MP, Leader and the relevant Lead Members, be granted delegated authority to establish the Skelmersdale South East (Digmoor) Pride in Place Neighbourhood Board (the Board). Thereafter in conjunction with the Board to take all necessary steps to implement, govern and administer the scheme to include but not limited to establishing the Neighbourhood Board, requesting changes to the boundary, developing the Regeneration Plan, programme management, technical expertise and other activities in accordance with Government guidance. D. That, once constituted, the Skelmersdale South East (Digmoor) Pride in Place Neighbourhood Board be given delegated authority to develop a Regeneration Plan for submission to Government, including undertaking public consultation, subject to authorisation by the Director of Finance & Resources (Section 151 Officer) prior to submission. E. That the Director of Planning, Economy & Wellbeing be given delegated authority to undertake a public consultation in relation to the Pride in Place Programme for Skelmersdale South East (Digmoor).
