Purpose:

Content: RESOLVED:   That Council Procedure Rule 13.4  be suspended for items 12 'GRA Revenue Setting and 3 Year Medium Term Finance Plan' and 14 'Housing Revenue Account Budget Setting Report 2026/27', to enable the Lead Member / Conservative Shadow Lead Member / OWL Shadow Lead Member to present their budget statement.  The Rule limits the length of speech to 5 minutes.
