Purpose: This report gives the Q3 Performance of the Key Performance Indicators which form part of the Council’s Vision 2022-2026 for the period 1 October 2025 to 31 December 2025.

Content: The Assistant Director of Governance, People & Performance provided an update on the Key Performance Indicators (KPIs) making up the Corporate Plan covering the period 1 April to 31 December 2025. He advised that the report contained a specific recommendation concerning leisure centre visit numbers, with a detailed explanation provided in paragraph 4.13 onwards. The Housing & Wellbeing Committee approved increasing this target. The report also recommended stopping data collection for indicator CP36 because the data was not useful.             The recommendations were then proposed by Councillor Walsh and seconded by Councillor Nash.             The Chair invited debate. This commenced with one Councillor praising the improved report format, especially the inclusion of previous?year comparisons, which helped identify quarterly fluctuations and overall trends. They commend officers for improvements in complaint handling and reduced property vacancy times. However, concern was expressed in relation two areas as set out below:   CP21 (Percentage of non?emergency repairs completed within 20 working days) – this had worsened this quarter and needed further explanation. CP42 (Overall tenant satisfaction) as this showed a slight decline and little overall progress.   That Councillor also noted expected improvement in household waste performance in upcoming quarters. Finally, they highlighted the absence of any KPIs related to climate change or sustainability, suggesting the committee consider introducing such measures. The Chair agreed this should be reviewed.   Other observations made related to concerns regarding CP24 (household waste sent for re-use, recycling and composting), noting that performance was declining each quarter and that the explanation provided was insufficient. Councillors doubted that the upcoming food?waste rollout alone would significantly improve results and they requested more emphasis on understanding why the council was underperforming compared to other districts. There were Councillors that argued that the upcoming new waste contract, starting in a month, would be the key factor to watch, arguing that national evidence showed food?waste collection typically led to substantial increases in recycling rates. A noticeable improvement was therefore expected within the first year.             The Committee                                 RESOLVED – That it   (1)  Approves that we no longer collect information for KPI CP36, the number of new homes completed. Due to the uncertainty of the data we are receiving for this KPI, it is recommended that we no longer collect information as the data has little real time value. The data is received from the Valuation Office Agency (VOA) who are experiencing issues with their new system; and   (2)  Approve the recommendation from the Housing & Wellbeing Committee to approve the proposed increase in the target figure for CP11 Number of Visits to Council Leisure Centres from the existing fixed annual target of 956,650 to 1,580,000 in 2026/27 and 1,605,926 in 2027/28.
