Purpose:
Content: To approve the award of the contract to Netcall through the NHS CS Patient and Healthcare Communications and Related IT Services Framework. The total contract value is £417,861, which is within the approved Digital Revenue Budget, and will provide 3 year licence fees on the terms set out in the report. WBC Cabinet Member for Resources: The low code platform has more that proved its worth in recent years. This is a three year contract and although vesting day for this Council is in April 2028 the Head of Technology has confirmed that platform will still be required for at least a year after then. ADC Cabinet Member for Finance & Resources: The low code platform has provided the foundation to build a wide range of applications for services including housing, waste and environmental services, FOI, complaints, HR, audit, and estates. During Covid it enabled the building and development of community and business support applications within days. It has saved significant revenue costs through reduced software expenditure and cashable service efficiencies and is expected to continue to deliver savings year on year. WBC Cabinet Member for Resources: I am satisfied that the option of changing suppliers and the resultant requirement for re-skilling would not be the best course at this stage. ADC Cabinet Member for Finance & Resources: Changing suppliers at this stage would require re-skilling of the digital Development Team supporting 2 platforms.
