Content: To implement a property licensing scheme for private rented properties For the reasons set out in the report and its appendices, the Executive Mayor and Cabinet, AGREED: 2.1 To consider the outcome of the consultation and the Council’s responses to those representations as set out in Appendices 2 & 3. 2.2 To agree to designate the whole of the London Borough of Croydon as an additional HMO licensing area from 01.09.2026 for a 5-year period to 01.09.2031. 2.3To agree to designate a new selective licensing area in 14 wards for a 5-year period from 01.09.2026 to 01.09.2031. The wards are highlighted in purple on the map in Appendix 7. 2.4To approve the proposed licensing and additional HMO licensing scheme conditions and objectives as set out in Appendices 8, 9 and 10. 2.5To approve the proposed fee structure for license application made under the respective schemes as set out in Appendix 11. 2.6To have regard to the Equalities Impact Assessment in Appendix 12. 2.7Subject to Cabinet agreeing 2.4 and 2.5, agree to delegate the authority to the Corporate Director of Housing, in consultation with the Cabinet Member for Homes, to issue the required statutory notifications in relation to the designation and to ensure compliance in all respects with all relevant procedures and formalities applicable to the scheme, to include undertaking statutory reviews during the designation lifetime, and agreeing any changes to the schemes, including but not limited to implementation, operation, administration delivery, fees and conditions as necessary for the effective administration/operation of the schemes.
