Purpose: To seek lead cabinet member approval to: commence formal workforce consultation with staff at Great Western Court (GWC); and authorise time?limited special paid leave for affected staff where no meaningful work is available, pending the Cabinet decision on 22 April 2026 regarding GWC’s long?term options. .

Content: To seek lead cabinet member approval to: commence formal workforce consultation with staff at Great Western Court (GWC); and authorise time?limited special paid leave for affected staff where no meaningful work is available, pending the Cabinet decision on 22 April 2026 regarding GWC’s long?term options. . That the Cabinet Member for Adults’ Support & Independence rejects the alternative options and takes the recommended decision to:     1. Approve commencement of formal workforce consultation for GWC staff, including the potential for compulsory redundancy, with a redeployment-first approach in line with the Council’s Redeployment Policy. Please note, no individual redundancy decisions or notices will be issued before the Cabinet meeting on 22 April 2026. 2. Prior to formal consultation outcomes, approve the use of Special Paid Leave (inclusive of contractual enhancements and allowances) where no meaningful work is available, on an exceptional basis (notwithstanding standard terms and conditions), to: a) enable staff participation in consultation, redeployment, training and interviews. b) ensure fair and consistent treatment; and c) manage legal and reputational risk pending the April 2026 Cabinet decision or earlier redeployment. 3. Delegate authority to the Director of Operations for Adult Social Care (Adults), in consultation with the Cabinet Member for Adults’ Support & Independence, the Director of People and Digital and the Director of Policy, Performance & Governance, to implement the above measures and make any minor operational adjustments.   For the reasons set out in the report.
