Purpose: To consider the procurement of the integrated Recycling Services Contract from 2028 (Waste Transfer Station and the Household Waste Recycling Centres).
Content: To consider the procurement of the integrated Recycling Services Contract from 2028 (Waste Transfer Station and the Household Waste Recycling Centres). 1. That the Waste Transfer Station (contract for the operational and management of the Materials Recycling Facility), Household Waste Recycling Centres (management and operation of the Community Recycling Centres contract) and Food and Garden Waste Treatment Contracts, be integrated into a Recycling Infrastructure Contract and that commencement of a procurement exercise be approved. 2. That the current food and garden waste treatment contract be extended to 31 March 2028 to align with the contract for the operational and management of the Materials Recycling Facility and management and operation of the Community Recycling Centres contracts to co-terminate so the new Recycling Infrastructure contract can commence. 3. That the contract procurement programme, planned to follow the timetable as denoted in Annex B to the report,be noted. 4. That authority be delegated to the Director of Environment and Property, in consultation with the Cabinet member for Public Realm and Director of Finance and Resources, to finalise the procurement approach after soft market engagement including procurement process to be applied and the term of contract. 5. That the Recycling - Industrial, Infrastructure and Integration policy, attached as Annex C to the report, be approved and the principles be adopted in the Recycling Infrastructure procurement.
