Purpose: Key Decision- to seek approval for the implementation of the proposed leisure agency model to the existing leisure management contract.

Content: Key Decision- to seek approval for the implementation of the proposed leisure agency model to the existing leisure management contract. The purpose of this report is to seek approval for the application of the proposed leisure model to form part of the existing leisure management contract   Resolved (i)        That the leisure agency model to form part of the existing leisure management contract be approved. (ii)       That a deed of variation be to add the leisure agency model to the existing leisure management contract and amend as appropriate. With subsequent signing and sealing of the deed of variation between the council and Serco Leisure (SLOL) /More Leisure Community Trust (MLCT) (iii)      Existing leisure centre leases will be surrendered and, instead, the Agent and the Sub-agent will be granted a licence to occupy the facilities. All licences will be coterminous with the Agency Agreement. (iv)         That the council take a share of the risks associated with this new leisure agency model, whilst taking a share of the financial benefits of the scheme through irrecoverable vat savings. (v)          That the positive revenue implications of the irrecoverable VAT to be forecasted in 2026/27, and included in budget-setting for financial years 2027/28 – 2031/2032 (vi)         The Legal Services Manager be authorised to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above.
