Content: 6        LOCAL GOVERNMENT REORGANISATION (LGR) IN GREATER LINCOLNSHIRE STATUTORY CONSULTATION RESPONSE - The Chief Executive submitted an urgent report seeking approval to submit a response to Ministry of Housing, Communities and Local Government (MHCLG) statutory consultation on Local Government Reorganisation in Greater Lincolnshire and to delegate authority to the Chief Executive to submit the council’s response prior to the close of the statutory consultation.   On 5 February 2025, the Secretary of State wrote to the Leaders of North Lincolnshire Council, Lincolnshire County Council; the City, District and Borough Councils; and North East Lincolnshire Council, formally inviting them to submit proposals for a single tier of local government for the area.   The council’s proposal was one of four proposals submitted across Greater Lincolnshire. The four proposals were subject to statutory consultation by MHCLG. Statutory consultation was a national process led by the Secretary of State.   The statutory consultation asked for feedback on the four proposals submitted by Greater Lincolnshire Authorities. The report set out details of the four proposals submitted by Greater Lincolnshire Authorities.   Once the consultation had been concluded the next steps would be for a ministerial decision to be taken on whether to implement a proposal (with or without modification); preparation and approval of secondary legislation; and a transition period leading to vesting day for any new authorities.   Therefore, an urgent decision is requested as the council as must respond to the Government Statutory Consultation by 23:59 on 26 March 2026.   Resolved – (a) That the statutory consultation process for Local Government Reorganisation in Greater Lincolnshire be noted; (b) that the proposed responses to the MHCLG statutory consultation questions, including the explicit support for North Lincolnshire Councils proposal (proposal 3) which was submitted to Government in November 2025, following endorsement by Full Council on 25 November 2025, be approved, and (c) that authority be delegated to the Chief Executive to submit the response to MHCLG, including any minor changes, prior to the close of the statutory consultation.
