Purpose:

Content: Councillor Baldock introduced the report that proposed to put in place revised arrangements for decision making in relation to Community Infrastructure Levy (CIL) allocation and the neighbourhood portion, to support the delivery of the Local Plan.    There were three options for Cabinet to consider:  Option 1 – To adopt the proposed framework  Option 2 – To amend the proposed framework  Option 3 – Reject the policy and keep the 2020 framework.    Cabinet discussed the report and the following points were made:    There had previously been criticism regarding the transparency of CIL expenditure, and the proposed arrangements provided an opportunity to address this.  The framework would be reviewed as necessary to ensure that CIL funds continued to align with future development priorities.  Parish councils with an adopted neighbourhood plan were entitled to receive 25% of CIL funds, compared with 10% where no neighbourhood plan was in place.      It was proposed, seconded and when put to a vote RESOLVED:    1. To agree the principles of the CIL Governance Framework as set out in Appendix 1.  2. To establish a CIL Spending Advisory Board to advise Cabinet and make recommendations on the allocation of CIL funds via the CIL Action Plan, based on the distribution approach set out in this report.    Record of the voting: For (9) Councillors Baldock, Castle, Dawkins, Charlotte Cornell, Chris Cornell, Hazelton, Nolan, Ricketts and Sole.  Against (0) none;   Abstained (0) none.    Reason for the decision: The proposed governance arrangement is design to be inclusive, with cross-party representation on an advisory Board to Cabinet, with stakeholder input determined by the Board. KCC, as a key stakeholder, has endorsed the proposed arrangements.
