Purpose:
Content: To accept the Local Transport Consolidation Fund Settlement 2026/27 to 2029/30 by signing and entering the council into a non-legally binding Memorandum of Understanding with the Department for Transport (DfT). The total funding amount is £89,272,878, which consists of capital grant £77,707,626 (2026/27 - 2029/30) and revenue grant £11,565,252 (2026/27 - 2028/29). And in line with the MoU to submit to the DfT the Council’s Local Transport Delivery Plan (LTDP) for 2026/27 and outline plan to 2029/30. The Council’s Financial Regulations state that the acceptance of external funding of greater value than £1.0million and/or entering the council into a Memorandum of Understanding with financial value greater than £1m requires Council approval. In this instance the Council received notification of this request on the 2 March 2026 from the DfT requesting it to reply by the 20 March 2026. The next Council meeting is the 24 March 2026, hence, the need for urgent decision by the Chief Executive in consultation with the Chief Financial Officer. In this instance the total amount is £89,272,878 The DfT also requires the Council to submit a LTDP. A report is being progressed through Cabinet and Council to accept the 2026/27 funding allocation and to seek officer delegation to submit the LTDP to the DfT but is not set to be debated until 24 March 2026, which is after the 20 March 2026 deadline, hence, a decision is being made by the Chief Executive using delegated powers for reasons of urgency. Note: in line with the 24 March 2026 paper to council, future year annual programmes shall still be presented to Council for approval.
