Purpose:

Content: 1. To award the HBC Street Outreach and Move On Support Contract (Rough Sleeping Prevention and Recovery Programme) to Southdown Housing Association Limited. The term of the contract will be 2 years from 1 April 2026, with the option of a 12- month extension. 2. To carry out a procurement exercise to commission supported accommodation for people with a history of rough sleeping. The term of the contract will be 12 months, with the option of a 24-month extension. 3. To continue co-located homelessness prevention roles within the existing strategic partnership for housing-related floating support. This service is provided by BHT Sussex through a contract with East Sussex County Council. The term of the colocated homelessness prevention roles will be 3 years. 4. To approve the financial implications for recommendations 1, 2 and 3 as set out in the part 2 report. 5. To delegate authority to the Head of Housing or their nominee to finalise arrangements for the HBC Street Outreach and Move On Support, Supported Accommodation and Homelessness Prevention roles within the housing-related floating support service.
