Content: The report will provide updates on housing development projects and acquisitions across Eastbourne (Key decision): 1) To note the progress of the Housing Delivery Programme, as set out at Appendix 1 to the report. 2) To approve a budget allocation within the Housing Revenue Account (HRA) Capital Programme for the Old Orchard Road development, for the delivery of 30 new affordable homes – Appendix 2 (exempt) to the report. 3) To approve a budget allocation within the Housing Revenue Account (HRA) Capital Programme for the Biddenden Close garage site development, in partnership with Eastbourne Community Land Trust (CLT). Delivering 5 new affordable homes – Appendix 3 (exempt) to the report. 4) To support the next phase of new housing sites identified to be taken through the feasibility and due diligence processes, utilising existing budgets, approvals, and delegations. 5) To note progress with the general fund accommodation programme to provide new temporary accommodation (TA), reducing the cost and reliance on private emergency accommodation (EA). 6) To authorise the Director of Housing, Assets and Development, in consultation with the Director of Finance and Performance (S151 Officer) and Cabinet Member for Housing and Homelessness, to progress the recommendations including the approval of business cases, implementation of all processes and procedures, allocation of budgets, negotiation and agreement of terms and lease agreements, award of contract(s), and authorising the execution of all related documentation including grant funding agreements.
