Purpose: Procurement Plan 2026/2027 for E&IS for
Content: There had been circulated an exempt report dated 19 February 2026 by the Director of Environment and Infrastructure Services. Directorates must report a Procurement Plan to the respective Committees annually in terms of the Scheme of Governance. This report covered Environment and Infrastructure Services related procurements with a contract value of £50,000 or more that were planned for 2026-27, subject to budget approval, and which fell within the remit of the Formartine Area Committee. Members asked questions about the projects detailed within the report and, after a full discussion, the Committee: (1) noted the Directorate Procurement Plan as detailed in Appendix 1 of the report, (2) approved the items on the Procurement Plan that are within budget identified as falling within the remit of the Committee, (3) approved the inclusion of procurements on the Procurement Plan that are marked as “in principle” as outlined in the table within Appendix 1 of the report, subject to the requirement that no contract award may take place until confirmation of funding and budget approval has been obtained, (4) agreed not to reserve approval of the Procurement Approval Form for any items on the Procurement Plan where the contract value of the matter is between £50,000 and £1,000,000, (5) requested that the Service liaise with the Area Team to ensure that there is opportunity for Councillors to engage in the prioritisation of projects going forward, as well as having a monitoring and scrutiny role, (6) requested that the Service ensure that local Councillors are kept fully up to date on works being carried out in their areas, (7) requested an update on progression with active travel connectivity between the Balmedie/Blackdog area with Aberdeen City, and (8) requested further details of the herbicide being used to treat paths in the area.
