Purpose:

Content: AGREED: That Cabinet noted the report and: i)                 Considered the recommendations made by Corporate Overview & Scrutiny at their meeting on 18 March 2026, and agreed to accept the following: ·        Reviewing the wording in the Council Plan foreword from the Leader of the Council, where reference was made to ‘a strong financial footing’. ·        Publish a version of the plan which outlined the various amendments which had been made, so it was clear to Councillors and residents what had changed in the refresh. ·        Publish a list of targets or deliverables that had been removed from the Council Plan with a reason why these had been removed. ·        Explore the adoption of a version control policy for any reports which would be considered by Councillors across all council meetings, to improve the process. ·        Consider whether the Council Plan was both achievable and adaptable to the current resourcing level across the council. ·        Add a reference to the Corporate Social Responsibility Social Value Policy, if this was to be created. ·        Strengthen objective 1.6 in the Council Plan to consider how a KPI or measure of success could be incorporated. This could also be linked to a metric on the amount of asset space not currently being utilised. ·        Consider attaching a deliverable to aim 1.1 around improvements to scrutiny, forecasting and monitoring of the council’s budget. ·        Explore adding more tangible external outcomes where residents would notice a positive difference. ii)               Agreed to take the Council Plan to Council in April for consideration and agreement.
