Purpose: The IT Services contract with XMA Ltd ends on 30 September 2026, at which point the IT Service Desk, End-User Computing (EUC) and IT Service Management (ITSM) functions return to West Sussex County Council by default, unless a new procurement is initiated. Due to the need for this matter to be determined as soon as possible the decision maker has secured agreement from the Chairman of the Performance and Finance Scrutiny Committee for this key decision to be taken without prior notice in the Forward Plan of key decisions (Part 4, Section 1, Standing Order 3.57) because delay would prejudice the County Council’s interests.

Content: The IT Services contract with XMA Ltd ends on 30 September 2026, at which point the IT Service Desk, End-User Computing (EUC) and IT Service Management (ITSM) functions return to West Sussex County Council by default, unless a new procurement is initiated. The Cabinet Member for Support Services and Local Government Reorganisation has agreed: 1.   To approve the insourcing of the IT Service Desk, End?User Computing and IT Service Management functions to West Sussex County Council from 1 October 2026, on expiry of the current contract with XMA. 2.   To approve the delegation of authority to the Executive Director of Finance and Support Services to take all necessary operational decisions required to implement the insourcing, including (but not limited to): approval of the Implementation Plan; TUPE processes and workforce transition; mobilisation, technical readiness and knowledge?transfer activities; management of dual?running arrangements with XMA; any required contract exit mechanisms.
