Purpose: The Executive Director of Adults’ Services and Health (DASS) has approved the initiation of the Implementation and Delivery Phase of the Council’s Early Support Programme. This phase forms a core element of the Connected Council transformation agenda, which seeks to improve outcomes and manage rising demand through strengthened integration and preventative approaches.    The Implementation and Delivery Phase will progress the recommendations arising from the diagnostic work and undertake further system-wide activity across Adult Social Care, Children’s Services, and the wider community network. Engagement will continue with key partners, including health services, District and Borough Councils, and the Voluntary, Community and Social Enterprise (VCSE) sector, to ensure a coordinated and collaborative approach.    This phase will focus on operationalising and implementing the diagnostic recommendations, enhancing system-wide coordination, and developing more effective and sustainable models of support. To enable delivery, the Council may commission specialist consultancy support where this is deemed necessary. Any external partner(s) would be required to demonstrate substantial experience in leading complex transformation within public sector systems, particularly across health and social care. Where appointed, the partner would support implementation in the following areas:    Early intervention  Prevention  Cross?system collaboration involving Adult Social Care, Children’s Services, health partners, VCSE organisations, and District and Borough Councils     The Cabinet Member for Adults Services will be asked to approve the commencement of work required for the Implementation and Delivery Phase. This may include approval to procure external consultancy support should it be deemed necessary, and delegation for the Executive Director of Adults’ Services and Health (DASS) to award any related contract(s).

This may include approval to procure external consultancy support should it be deemed necessary, and delegation for the Executive Director of Adults’ Services and Health (DASS) to award any related contract(s).     The Cabinet Member for Adults Services has approved;   1)   the commencement of procurement processes for the third?party support required for the delivery and implementation phases of the Early Support Programme with the option to undertake multiple or sequential procurements, rather than a single comprehensive procurement exercise, to best meets programme needs.   2)   the delegation of authority to the Executive Director of Adults’ Services & Health to award the contract(s) to the successful bidder(s) upon the conclusion of the relevant procurement processes.   None.
