Decision Maker: Cabinet Member for Highways and Transport (Cllr Joy Dennis)

Outcome:

Is Key Decision?: No

Is Callable In?: Yes

Purpose: As part of West Sussex County Council’s Active Travel Fund (ATF) programme, a scheme was submitted within one of its primary objectives to enhance the cycling and walking provisions along West Parade and North Parade.   Following confirmation of the bid’s success, work proceeded on taking the scheme through the design stages. This resulted in a proposal comprising of the introduction of a cycle contraflow running west to east along the length of West Parade, a speed limit reduction, weight limit restriction and two new signalised crossing points, one to replace the existing island refuge on Wimblehurst Road, the other on the southern arm of the North Parade/Hurst Road junction (Appendix A).   The initial proposal was distributed to the local area with a drop-in event held in June 2025 to gauge public opinion and wants with the foremost issue being the loss of parking spaces on the eastern end of West Parade. The design was consequently amended to reduce the number of spaces lost and sent for public consultation in February 2026.  The proposal was supported prior to consultation by both Councillor Nigel Dennis and Councillor Andrew Baldwin. Sussex Police were consulted and expressed no concerns or objections to the proposal.   The consultation received 16 formal objections from members of the public which included 12 representations.
