Purpose: Debt Management Policy - 3 yearly review

Content: Debt Management Policy - 3 yearly review That the Corporate Debt Management and Recovery Policy be approved   This is a three yearly refresh of the existing policy.   To continue to provide a clear policy and procedure to manage the recovery of Council debt.   Effective debt management is crucial to the success of any organisation. It is essential that this Council has clear policies and procedures to manage the recovery of debt. If the Council is to achieve its aim of effective income management, then it must seek to recover all debts due, and sustain collection rates.  This policy has been designed to address these aims.   The corporate debt management & recovery policy was originally approved at Cabinet in April 2017 and since that time is formally reviewed every 3 years to ensure that it remains up to date and appropriate for the Council and reflects latest working practices.  The Anglia Revenues Partnership (ARP) have their own policy for the recovery of their areas of debt; Council Tax, Business Rates (NNDR), Discretionary Housing Payments, Enforcement Fees and Housing Benefit Overpayments and therefore this policy does not cover ARP.   In reviewing and updating this policy we have consulted with ARP, Planning, Legal services and Property departments and have incorporated their responses where necessary.   There have been very few changes in the last 3 years, so the policy remains relatively unchanged.  The minor updates include: Amending references to Bailiffs to Enforcement to reflect updated language Amending reference to county court bailiff to County Court or High court to reflect updated names   ·         To approve the Corporate Debt Management and Recovery Policy ·         Not to approve the Corporate Debt Management and Recovery Policy
