Purpose: To approve the submitted Business Plan for the forthcoming period

Content: To approve the submitted Business Plan for the forthcoming period That Cabinet:   recommends to Council to re-approve the Breckland Bridge Ltd Business Plan for 2023 - 2028. Breckland Bridge was created over 10 years ago with an ambition to create financial returns for its shareholders, and by default, for the Breckland taxpayer. To that end it has been successful – over £3.5 million has been generated for the residents of Breckland through a variety of housing, commercial, regeneration and land-related projects; building where the private sector could not, providing affordable homes where some developers would not, and acting as an exemplar in environmental standards as well as home building quality, punching above its weight in terms of size and reach.   It is prudent for the Council to review its position and involvement in the Breckland Bridge joint venture given the current proposals for Local Government Reorganisation in Norfolk combined with current prevailing market conditions. The challenges with the Colkirk scheme demonstrate the risks that can be experienced in undertaking construction and development, alongside the potential benefits of such activities. Nonetheless, the completion of this scheme, including its associated affordable housing, demonstrate our commitment to our communities and the need for housing now within the district. These risks are constantly monitored by the Breckland Bridge board of directors.   The Business Plan as presented, aims to maximise value on existing sites where possible whether for development or for disposal, delivering the best possible returns whilst minimising risks to the council as the shareholder. Option 1: Cabinet recommends to Council to re-approve the Breckland Bridge Ltd Business Plan for 2023-2028.   Option 2: Cabinet does not recommend to Council to re-approve the Breckland Bridge Ltd Business Plan for 2023-2028.
