Purpose:

Content: RESOLVED   That an exemption in the sum of £729,339 in line with the requirements contained in the Council’s Procurement Code in order to enter into the contract with Energise South be approved.   REASON   To ensure the Council is able to deliver on the decision made on 29 September 2022.   ALTERNATIVE OPTIONS CONSIDERED BUT REJECTED AS IDENTIFIED IN THE REPORT   The specific community benefits this scheme offers is the reason why the Council has considered this initiative. Those community benefits would not be replicated by general suppliers of solar PV equipment. As a result, the alternative course of action would be to decide to not support Energise South and Community Energy Horsham with this project, which would not have been in line with the previous Cabinet decision and a waste of over three years’ work.   Not obtaining a procurement exemption was discounted on the basis that not doing so would amount to a contravention of the Council’s procurement regime.
