Purpose:

Content: RESOLVED   (i)            The variation of the Cowfold Conservation Area as set out in the map contained in the report marked “MAP 1” be approved;   (ii)           The Cowfold Conservation Area Appraisal and Management Plan as set out in Appendix 1 to this report be adopted; and   (iii)          Authority be delegated to the Head of Strategic Planning in consultation with the Director of Place to approve minor changes to the Conservation Area Appraisal and Management Plan (including the Conservation Area designation maps) for the purposes of making factual amendments or correcting minor errors.     REASONS   (i)            To amend the boundary for the Cowfold Conservation Area. (ii)           To provide updated conservation area guidance for the Cowfold Conservation Area to assist residents, occupiers, developers and Members in determining applications. (iii)          To enable minor changes to be made to the Conservation Area Appraisal and Management Plan (including the Conservation Area designation maps) for the purposes of making factual amendments or correcting minor errors.     ALTERNATIVE OPTIONS CONSIDERED BUT REJECTED AS IDENTIFIED IN THE REPORT   The option of not producing a conservation area appraisal and management plan has been considered. However, this would contravene the legal duty placed on local authorities under the Planning (Listed Buildings and Conservation Areas) Act 1990 to formulate and publish proposals for preserving and enhancing conservation areas. In addition, it was considered that to not undertake the review would risk the impact of development (in or nearby this sensitive location) not adequately considering or taking account of the special historic and architectural character of the conservation area. This would limit the Council’s ability to manage change in a positive way.
