Purpose: A decision was made to remove permitted development rights for small HMOs. The Article 4 Direction became effective on 2 October 2025. The Council need to make the decision whether or not to confirm the Article 4 Direction. Following Notice of the Article 4 Direction, two comments were received. Following consideration of these representations, it is not considered that there are any matters raised, which preclude the confirmation of the Article 4 Direction.
