Purpose: The purpose of this report is to seek approval in accordance with Contract Procedure Rule 6.5.2 (i) for a contract to be awarded to Power Data Associates for Meter Administration Services relating to Traffic Signals electricity management from 1 June 2026 to 31 May 2028.   A Meter Administration service is required to comply with OFGEM (Office of Gas and Electricity Markets) and Elexon (Elexon is a non-profit organisation that manages the balancing and settlement code to ensure accurate electricity market settlements). requirements for all unmetered electricity supplies.   The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the most advantageous bid has been identified.  

Content: The purpose of this report is to seek approval in accordance with Contract Procedure Rule 6.5.2 (i) for a contract to be awarded to Power Data Associates for Meter Administration Services relating to Traffic Signals electricity management from 1 June 2026 to 31 May 2028.   A Meter Administration service is required to comply with OFGEM (Office of Gas and Electricity Markets) and Elexon (Elexon is a non-profit organisation that manages the balancing and settlement code to ensure accurate electricity market settlements). requirements for all unmetered electricity supplies.   The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the most advantageous bid has been identified.   (i)       That, in accordance with Contract Procedure Rule 6.5.2 (i) (Schedule 1)a contract be awarded to Power Data Associates (PDA) for Meter Administration Services relating to Traffic Signals electricity management from 1 June 2026 to 31 May 2028.   (ii)       That, the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.   Do Nothing/Not Award: This option was considered and rejected due to the appointment of a Meter Administrator being an OFGEM/Elexon requirements.
