Content: Appendices C and G of this report are exempt from publication on the basis that it contains information of the description set out in paragraphs 14 and 21 of Part 4 of schedule 12 A of the Local Government Act 1972 and in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.   Appendix H of this report is exempt from publication on the basis that it contains information of the description set out in paragraph 16 of schedule 12A of the Local Government Act 1972   AGREED: that   Care Homes for Older People   a.    the new published rates set out in the table below for placements for Cardiff Care Homes for Older People, which includes the Real Living Wage uplift be authorised.     Proposed Published Rates (Excluding FNC)  2026/27   % increase General Residential £1,094.04 5.00 General Nursing £1,133.87 5.00 Dementia Residential £1,178.79 5.00 Dementia Nursing £1,223.82 5.00                     b.    all current placements that are below the proposed 2026/27 published rates be uplifted to the new published rates.   c.    placements that are currently above the new published rates will not receive an uplift.   Care Homes for Other Population Groups   d.    a percentage uplift of 5.00% be authorised for all placements for people with a Learning Disability which includes the Real Living Wage uplift.   e.    for all other placement types associated with other population groups (i.e. Mental Health, Substance Misuse and Physical Disability Placements) an increase is 5.00% be authorised, unless this would increase the rate higher than the published rate for older persons' residential or nursing care. In that case, an increase will only be given if the service is considered specialist, offering more than what is typically provided by older persons' care homes.   Out of County Care Home Placements for Care Homes for Older People   f.      the host local authority agreed placement rate for out of county placements be authorised. However, the increase will not exceed 5.00% which is the maximum uplift we are awarding except in exceptional circumstances.   Out of County Care Home Placements for Other Population Groups   g.    an uplift for out of county placements be authorised for other population groups, that is based on the lowest of the following rates: the host authority’s agreed rate; the uplift requested by the provider or 5.00%.   Administration of Uplifts   h.    Subject to recommendations being approved, payment of the uplifts is backdated as usual, to take effect from 1st April 2026 in respect of all contracts.   Variation in Contract   i.      that a Variation of Contract Form be issued to providers (located at Appendix A), to secure their agreement to continue to pay eligible staff at least the Real Living Wage from 1 April 2026.   ·      to make a fair and equitable investment in service provision within available resources, to manage the financial impacts of changing costs and arrangements within the social care sector, including increases in staff wages related to the continued application of the Real Living Wage for eligible Social Care Workers, and Consumer Price Index.   ·      to seek assurance from providers in receipt of the Real Living Wage uplift, that they will pay their eligible staff at least the Real Living Wage from 1 April 2026.
