Content: AGREED: that ‘Matrix SCM Ltd’ be awarded as the successful supplier to be the sole Neutral Vendor of the Neutaps Framework. Following conclusion of a compliant Open tender procurement process to award to the Most Advantageous Tender as outlined in this report, for a period of four (4) years from April 2026 – March 2030. The Council’s own Procurement Team (Ardal) have let and will manage this collaborative framework going forward and it is a widely used across the UK.
